Caesar IV is great
Yes, this game does require a demanding set of hardware, but in these days it's actually fairly cheap to get good hardware and well worth it for many reasons. The gameplay is enjoyable and addicting and honestly I'm a huge fan of it, the graphics are a very nice touch that keeps me from getting bored.
